[Evaluation de la stratégie et plan d'action gouvernemental 2010-2014 du Luxembourg en matière de lutte contre les drogues et les toxicomanies]
On request of the Luxembourg Ministry of Health, the Trimbos Institute has conducted an evaluation of the Governmental Strategy and Action Plan 2010-2014 of Luxembourg regarding the fight against drugs and addictions.
This evaluation report starts with a summary, followed by chapter 2 with a short description of the objectives, the structure and the priorities of the Strategy and the Action Plan. Based on this we identified the key questions for the evaluation.
Chapter 3 describes the project methodology and activities.
In chapter 4 we present an assessment of what has been achieved in the period covered by the strategy and action plan based on a survey (questionnaires) and a face-to-face interview round among stakeholders. In Annex 4 we summarize these achievements in a balance sheet.
Chapter 5 describes the results of a SWOT analysis assessing the Strengths, Weaknesses, Opportunities and Threats of the Drug Strategy and Action Plan based on the findings from the questionnaires and the face-to-face interviews with stakeholders.
Chapter 6 follows with a discussion of findings based among others on the focus group with key stakeholders.
Finally, in chapter 7 we present recommendations for the new Drug Strategy and Action Plan.

[Systèmes de santé en transition (HIT): Luxembourg]

The Luxembourgish health system is facing unique challenges amongst EU member states. First, it has the highest per capita health spending in PPP amongst European countries. Secondly, Luxembourg is lacking capacity to train health personnel and is facing shortages in some specialty care, which also necessitates a generous policy towards receiving care abroad.

Reforms in 2008 and 2010 have targeted these challenges by establishing a single health insurance fund envisioned to play a stronger role in cost-containment and introducing e-health. Especially in hospital care there is room for efficiency gains. An average length of stay that remains high, combined with low bed occupancy rates reflect the lack of incentives in the financing mechanism which is based on patient-days from a global hospital budget. Current reforms aim at the implementation of national structured health information system for hospital services, which is prerequisite to further announced reforms such as the introduction of a DRGs based system.

Additionally, patient empowerment was strengthened in 2014, which gave patients the right to receive all relevant information on health status and treatment options. In line with the 2011 European cross-border Directive, patients are now able to obtain information on treatment options abroad and related costs. In 2012, 16 % of patients received care abroad, which is the highest number in the EU and far above the EU average of 4 %.

L’enquête nationale réalisée par le groupe de travail Maladies Rares (MARA) à partir de 2006 et publiée en 2011, a permis de réaliser un premier état des lieux sur les maladies rares au Luxembourg et a constitué un apport fondamental à l’élaboration d’un plan national.

Ce premier Plan National Maladies Rares 2018-2022 a pour ambition de continuer le combat contre ces maladies au Luxembourg, en mobilisant l’ensemble des acteurs concernés autour d’une stratégie nationale.

“Agence eSanté, Luxembourg’s national agency for the exchange and sharing of medical data ”
Agence eSanté was founded in 2011 as an Economic Interest Group (G.I.E). Its roots go back to 2006, the year in which the Luxembourg government adopted the national Health Action Plan. The first projects launched further to this Action Plan revealed that healthcare professionals needed a platform allowing them to share medical data. Thus, Luxembourg Government decided in 2010 to create a national agency that would be in charge of implementing such digital platform. The Healthcare Reform Law voted in December 2010 laid the legal basis for the establishment of Agence eSanté, which became operational in 2012 and has since then been in charge of the development of a coherent national eHealth strategy.
The eSanté team currently consists of 14 professionals who drive and monitor the various projects that are required for the deployment of the eHealth platform and its services. The interdisciplinary team with its variety of profiles provides the necessary diversity in expertise and also reflects the technological, professional and cultural challenges of this ambitious national project.
When and where required additional advice and know-how is sought with external specialists. And to make sure that the services put in place by the agency respond to the requirements and practical needs of the different actors of Luxembourg’s healthcare sector, Agence eSanté involves the relevant stakeholders in work groups and thematic exchanges so as to integrate their input in its decision-taking-process.

Le Service national d’information et de médiation dans le domaine de la santé remplit les missions :

• d’information et d’accès au droit ;
• de centre de médiation pour tout conflit entre un patient et un prestataire de soins de santé ;
• de point contact pour les soins-transfrontaliers, ensemble avec la Caisse Nationale de Santé.
